I really doubt that lactose intolerant person will get some adverse effects from single or even couple of pills with lactose as binding agent. One glass of milk contains little less than ten grams of lactose, so couple hunderd milligrams isn't so much. Maybe very sensitive people could get some effects, but not most.

According to Wilkinson et al. cocaine has quite similar IN and PO systemic bioavailability, so you don't have to eat it in gram quantities to get some effects.

"Normally, about 30% of a therapeutic amphetamine dose is excreted
unchanged in the urine by 24 hours, but the actual amount of urinary
excretion and metabolism is highly pH dependent. When urinary pH is acidic
(pH 5.5-6.0), amphetamine is excreted primarly unchanged by the kidney,
whereas under alkaline conditionds (urinary pH 7.5-8.0) metabolism by
deamination is the major route of elimination. Within the first 48 hours,
about 60% of an amphetamine is excreted by the kidney unchanged in acid
urine, whereas only 3-7% is excreted during that period in alkaline urine.
Consequently, the elimination half-life also is urine pH dependent.
The normal half-life is approximately 12 hours, but ranges from 8 to 10.5
hours in acid urea and from 16 to 31 hours in alkaline urine".

did not appear to affect either the rate or extent of (amphetamine)
absorption"(1).

"First, by producing an alkaline urine with subsequent retention
of the drug, the duration of action of a single dose of
amphetamine may be greatly prolonged. Although retention does not
necessarily mean an increased duration of action, the men in
this experiment were in no doubt of the prolonged stimulant action
of amphetamine under conditions of urine alkalinity" (2).

An alkaline urine was maintained in both studies by giving
sodium bicarbonate by mouth before and during the experiment.
